Consent Agenda
1. Approval of minutes of Regular Meeting January 7, 2019 and Special meeting January 17, 2019.
2. Approval of blanket purchase orders in the sum of $60,350.00
3. Approval of payment of claims for:
a. $145,068.05 from Fund 10 – General Fund
b. $0.00 from Fund 14 – Library Fund
c. $1,394.08 from Fund 17 – Stilwell Improvement Authority
d. $973.16 from Fund 20 – Capital Improvement Fund
e. $3,200.32 from Fund 30 – Street & Alley Fund
f. $0.00 from Fund 90 – Safe Routes
4. Approval of January, 2019, payroll in the sum of $263,767.00
Regular Agenda
1. Discussion with possible decision to approve purchase of Police Car from Bartlesville CDJR for Bid price of $24,275.00 to be paid from an equal increase in Capital Improvement Fund 20-09-645300 –  $10,000 of which will be reimbursed to us from previously approved grant and $10,710 from insurance payment for the police car that was totaled for a net cost of $3,565.00.
2. Discussion with possible decision to approve purchase and installation of up-fit vehicle equipment and decals for new police car in the amount not more than $5,500.00 to be paid from an equal increase in Capital Improvement Fund 20-09-645300.
3. Discussion with possible decision to act as fiscal agent for the Stilwell Kiwanis Club for the Oklahoma Arts Council Grant Program for the 2019 Stilwell Strawberry Festival.
4. Discussion with possible decision to approve expenditure for portable toilets for the Stilwell Strawberry Festival at a cost of $1,375.00.
5. Discussion with possible decision to advertise for:
a. One seasonal labor at $8.50 per hour for the Edna M. Carson-Stilwell Community Park
b. One New CDL driver at $11.00 per hour at Street Department
6. Discussion and possible decision to approve Ordinance 373-B: An Ordinance Repealing and Replacing Article 3 Section 3 and Article 4 Section 7 of Stilwell City Ordinance No. 373.
      New language Article 3 Section 3:
     
SECTION 3. The following are requirements for election of an officer:
A. The Chief shall be required to have been a member of the department for a minimum of ten (10) years or be a certified firefighter class 1.
B. The Assistant Chief shall be required to have been a member for at least seven (7) years or be a certified firefighter class 1.
C. In order to be eligible for Chief or Asst. Chief position, the member must have held a captain position for at least one (1) term.
D. The company officers (captains) must have been a member for at least five (5) years or be a certified firefighter class 1.
E. All officers must have knowledge of the fire fighter reporting system.
F. The Training Officer must have been a member for at least three (3) years or be a certified firefighter class 1 and in addition meet one of the following:
1. Instructor level 1
2. Instructor level 2
 New language Article 4 Section 7:
 SECTION 7. NEW MEMBERS
A. New members shall be selected by secret ballot by a majority vote of the membership and must be a minimum of 18 years of age.  Must pass physical agility test with the Oklahoma Firefighters Pension and Retirement System.
B. New members shall be governed by all rules, regulations, and standard operating procedures which apply to all volunteer firefighters.
C. New members shall be on probation for a period of one-year after their appointment. Firefighters must meet the minimum number of training hours as required to meet federal, state and local regulations.  Upon completion of their probationary period, new members must be confirmed by the majority vote of the membership.
D. New members having one or more year’s prior experience with the SVFD, and having left the department in good standing, shall not be subject to probation and confirmation.
7. Discussion with possible decision to submit to voters at next general election an amendment/addition to Section 77 on the Municipal Charter to include the following language:
“In the event the Council President serves in the capacity of Mayor as defined in this section said person shall receive compensation set for Mayor, in lieu of Council compensation until the expiration of the duties as Mayor.”
8. Discussion with possible decision to submit to voters at next general election an amendment to the Municipal Charter to “cause all municipal elections to be held according to current State Law”.
9. Discussion with possible decision to approve purchase new Hustler zero turn mower for Street Department for no more than $10,700 with an equal increase in Capital Improvement 20-12-645300.
10. Discussion with possible decision to approve surplus of two zero turn mowers from Street Department.
11. Discussion with possible decision to purchase quality used lay down machine with additional 58” double roller for no more than $110,000 from Capital Improvement 20-12-645300 and approve $75000 asphalt for Street and Alley 30-12-650600 both requiring a budget adjustment equal to the amount stated.

12. Discussion with possible decision to increase pay for Shequille Duncan from $10.50 to $11.50 per hour effective Monday, February 11, 2019.
13. Discussion with possible decision to retain Margaret Love Law Firm to represent the City of Stilwell in arbitration proceedings filed by the FOP on behalf of Curtis Jordan and David Glenn.
14. Discussion only regarding negotiation of the 2019-2020 FOP contract
15. Consideration, discussion and possible approval regarding any matter not known about or which could have not reasonably been foreseen prior to the time of posting (Title 25, O.S. Sec. 311.)
