Regular Agenda
1. Discussion with possible decision to adopt “Ordinance 388-A: An Ordinance Concerning Licensure and Occupational Tax Permits for Business Establishments and Allowing for the Selling of Alcoholic Beverages and Consistency with State Laws and Regulations Effective 8:00 A.M. October 1, 2018; Repealing Ordinance 388; And Providing for the Severability Thereof “
2. Discussion with possible decision to adopt, for the immediate preservation of the public peace, health and safety, an emergency clause by reason whereof the provisions of “Ordinance #388-A” adopted above shall become effective immediately upon passage and approval, all as required by Law.
3. Discussion with possible decision to adopt Ordinance 389; An Ordinance Annexing Property to The City to Be Known as The Frederick Addition to The City of Stilwell with Legal Description as Follows:
The North 208.75 feet of the West 313.12 feet of the East 338.12 feet of the NE SE SW of Section 26, Township 16 North, Range 25 East, Adair County, OK.
4. Discussion with possible decision to adopt, for the immediate preservation of the public peace, health and safety, an emergency clause by reason whereof the provisions of “Ordinance #389” adopted above shall become effective immediately upon passage and approval, all as required by Law.
5. Discussion with possible decision to adopt Ordinance 390; An Ordinance to Regulate the Use of Tobacco Products and Vapor Products On All Properties Owned and Controlled by The City of Stilwell.
6. Discussion with possible decision to adopt, for the immediate preservation of the public peace, health and safety, an emergency clause by reason whereof the provisions of “Ordinance #390” adopted above shall become effective immediately upon passage and approval, all as required by Law.
7. Discussion with possible decision to approve vacation time adjustment plan for current employees to move to new award times over a two-year period (2019-2020).
8. Discussion with possible decision to approve Resolution 10-01-2018 authorizing application for financial assistance from the Rural Economic Action Plan (REAP) Fund through EODD.
9. Discussion with possible decision to close Division Street from 2nd to the west side of the Methodist Church parking lot on Division between 3rd and 4th streets from 4:00 p.m. to 6:30 p.m. for Trunk-O-Ween.
10. Discussion and possible decision to approve request by Sean Catron for temporary street parking at 421 Oak Street from 8:00 a.m. until 2:30 p.m. daily for equipment to be used for the demolition and reconstruction for the house at said location to begin in mid-October.
11. Discussion and possible decision to approve a benefit of membership for city employees at Fast Lane Fitness at a rate of 35 memberships for $525 per month or $6,000 annually.  This would be on a first come first served basis with the possibility of adding more memberships if needed. 
12. Discussion and possible decision to approve purchase of a used truck for the street department for no more than $6500.
Possible Executive Session for discussion of Items #13, 14, 15, 16 as per Title 25 O.S. 307(B)(1).

13. Discussion and possible decision concerning possible disciplinary action (up to and including possible termination) of Stilwell police officer Curtis Jordan. 
14. Discussion and possible decision concerning possible disciplinary action (up to and including possible termination) of Stilwell police officer David Glenn.
15. Discussion and possible decision concerning moving part-time employee Brian Hubbard to full-time with all benefits effective October 1, 2018, at a salary of $11.50 per hour.
16. Discussion with possible decision to hire Deanna Butler, Leslie Colantuono, Summer Hernandez or Leticia Morrison as full-time secretary for the Street Department with salary and starting date to be determined.
17. Consideration, discussion and possible approval regarding any matter not known about or which could have not reasonably been foreseen prior to the time of posting (Title 25, O.S. Sec. 311.)
