The City Clerk/Treasurer is an elected position with a four-year term and is responsible for performing the duties of the office as set forth by the City code and Oklahoma Municipal Code. The city is committed to sound financial planning as set forth in the budget and financial policies with the principal goal to maintain a satisfactory and efficient level of service that our elected officials and citizens expect at an affordable cost.


The duties of Larry Nettles, City Clerk/Treasurer, are to maintain all official city papers, records, public documents, minutes and files of the city council, all its boards and commissions, and trusts. The City Clerk/Treasurer also publishes ordinances, notices, agendas and other public documents as required by law. The City Clerk/Treasurer is entrusted with the official Seals of the City and of the Stilwell Improvement Authority, functions as the Secretary for the Stilwell Improvement Authority, and receives all lawsuits, protests, appeals and bids for both entities.

Duties:

Have direct control of all revenues of the City.

Be custodian of all funds belonging to the City of Stilwell.

Keep a proper record and system of accounts of all funds coming into his/her control.

Produce and publish the agenda for all meetings of the City

Council and the Stilwell Improvement Authority.

Maintain all official city papers, records, public documents, minutes and files of the city council and the Stilwell Improvement Authority.

Publish ordinances, notices, agendas, and other public documents, as required by law.

Receive all lawsuits, protests, appeals, and bids.

Provide financial planning through the budget and financial policies to maintain a satisfactory and efficient level of service.

Responsibility and guidance for all of the financial support services for the operations of the city government, including but not limited to, accounting, payroll, budget, banking, and debt management.

Such other duties as are consistent with the language of the City Charter.
