Community Development

The Community Development Department is responsible for several areas within the City of Stilwell: Permitting, Building Permitting, Contractor Licensing and Inspections, Animal Control, Code Enforcement, Park Reservation and Maintenance, and City Buildings and Grounds (Maintenance).


One area of responsibility for the Community Development Department is to process permits for various areas within the city.

Completed permits can be emailed to Community Development Director Shawn Noel, at CD@cityofstilwell.com, once processed you will be contacted for the corresponding required fee(s), and when paid, the permit will be issued. Please allow at least 48 hours for processing. Permit requests are reviewed Monday through Friday, 8:00 a.m.- 4:00 p.m. For questions regarding permits please click this link or call 918-696-7143 option 1.

Building permitting, Contractor Licensing and Inspections

The City of Stilwell requires a building permit for constructing new buildings, remodeling existing buildings, the placement of any structures on properties within the City of Stilwell, repair of new or existing mechanical, electrical, plumbing, roofing, or structural changes of buildings.


This is required to ensure that current building codes are followed for the safety of the owners of businesses and residents of the City of Stilwell. Further, it is to ensure that the contractors working within the City of Stilwell are properly licensed and insured.


For Commercial buildings it should be noted that the City of Stilwell is the authority having jurisdiction for the fire marshal service. All permitting and inspections related to fire and fire alarms will be handled through the City of Stilwell permitting process.

City Buildings and Grounds

City Buildings and Grounds is responsible for the cleanliness and upkeep of the city owned buildings and grounds.


To report an issue at any of the city owned facilities please call 918-696-7143 option 5. For emergencies at any of the facilities or parks please call 911 or 918-696-7143 option 2.
