The City of Stilwell Utility Department was formed in 1946 when the City of Stilwell adopted its charter.
It was set up by the city to be operated for the benefit of the City of Stilwell and the citizens by providing water service for fire protection and safeguarding of public health through proper sanitary facilities.
The operation of Stilwell Utilities was set up by the City Charter to be operated as a separate business from that of the City of Stilwell. To accomplish this, a Utility Board was created to employ personnel to manage the electric, water, and sewer utilities for the benefit of the citizens of Stilwell.
In 1962, a trust was created, Stilwell Area Development Authority (SADA) to manage the water and sewer system. This was to allow long-term financing to improve the water filtration plant and distribution system. This worked well but also created the problem of managing of two businesses instead of one.
In January 2000, the City Council took action to help simplify our business by making the electric utility a part of SADA effective July 1, 2000. The City Council retains rate oversight and has approval authority for any necessary rate changes.
The original members of the Board of Directors were: Otto Alderson, C.J. Carson, Jack Chaffin, C.L. Fletcher and Luke Worley.
The first meeting was held at City Hall at 3:30 p.m. on January 7, 1947. As City Clerk, John H. Carson, called the meeting to order. C.J. Carson was elected as Chairman and C.L. Fletcher was elected as Vice Chairman. Roy Martin and Dode Gowen were appointed as interim Superintendents until the hiring of John B. Sanders in February of 1947.
The Stilwell Area Development Authority was founded on July 18, 1962 as a Trust Indenture of the City of Stilwell. The City of Stilwell leased the utility operations to the Stilwell Area Development for 60 years. The SADA Board consisted of Otto Alderson, C.J. Carson, C.L. Fletcher, Dr. Burdge F. Green and Wren Worley.

**Meter deposit refunds: Meter deposits are applied to final billing. A check for any excess funds, if applicable, will be mailed within five days of the end of the normal billing cycle. Deposit refunds will only be issued in the name of the customer as it appeared on the account.
** Minimum deposit amounts. If the monthly billing is expected to exceed the minimum deposit, the deposit will be based on one and one-half (1 1/2) times the previous 12 months of an existing home/business or, if new, a similar home/business average during the past 12 month period. Meter deposits equal to one and one-half times the monthly bill are required by Section 105 of the City Charter.
ONLINE PAYMENTS WILL INCUR 2.5% FEE.
The modernized water treatment plant project included a complete new plant control system and improvements to insure the finished water would comply with the new EPA drinking water standards which came into effect January 1, 2004. This new upgrade now allows our water plant the capacity of 4.2 mgd with a peak demand of 2.2 mgd. Therefor allowing an adequate capacity available for increased water demands. ($2,700,000)
Stilwell's water system consists three raw water sources: City Lake, Starr Springs, and Evansville Creek, and a clear well holding approximately 300,000 gallons in storage, and three water storage tanks totaling approximately 2,000,000 gallons.
In 2001 a major expansion of the wastewater treatment plant was completed to
accommodate the domestic and industrial growth of Stilwell totaling $3,200,000.
The Stilwell Area Development Authority is a public provider of electricity. In Stilwell's early days, Stilwell produced its own power with a coal fired power plant, which was located on Oak Street.
In 1950, the Grand River Dam Authority, aka GRDA, became the provider of wholesale electricity to the City of Stilwell. In 2000, the GRDA and City of Stilwell Utilities celebrated 50 years of our public power partnership by signing a ten-year power purchase agreement. The electric department has undergone major upgrades over the last few years in new sub-stations and line improvements. The SADA has invested over 1 million dollars to improve the delivery of electricity to our customers.
Deferred payment: Customer Assistance
We realize that our customers are not always able to pay their bills by the due date. Our Customer Service Representatives are available to provide information and assist you in applying for deferred payment. Please contact a representative at 918-696-5084.
• Deferrals must be made by application in person at the Stilwell Utilities office.
• Approval is not automatic and additional conditions may be required.
• No more than one (1) deferral may be in process on an account at any time (this includes assistance programs from other agencies that promise to pay at a date after the regular due date)
• No further extension will be approved on a deferred payment agreement
• Application for deferred payment should be made no later than the last business day before the 20th of the month or the customer risks disconnect for non-payment.

When will my payments be made?
You will receive your monthly bill as you do now. Just review the bill. If it is ok, record the dollar amount in your check register and your payment will be deducted on the due date. If there is an error, give the Customer Service Department a call and we will make the correction before your payment is drafted.
