Welcome to the City of Stilwell’s Human Resources page. Functions include, but are not limited to, recruiting, screening and hiring of all employees, employee relations, personnel and confidential files, benefits administration, FMLA, workers compensation, support of City Departments, policies, and employee morale.


We currently serve more than 60 employees. Our goal is to provide expert assistance and information to our internal and external customers. We provide a variety of services so that the City’s employees are managed fairly, well-trained, and supported. Our Human Resource department promotes employee development and enhances management skills for employees and management throughout the City.

Application Process


Thank you for your interest in employment with the City of Stilwell. The application process can be quite lengthy and very strictly regulated by several locals, state, and federal employment guidelines and regulations. While we have made every attempt to simplify and expedite the selection process, many equal opportunities, affirmative action, and merit system provisions must be monitored and adhered to. Please read the following guidelines prior to downloading and completing an application

All applications are considered private and confidential; however, if you are hired under the Oklahoma Open Records Act, your job application and resume are considered to be public records (subject to public inspection).

Applications will only be accepted for posted vacancies listed above.

Unsolicited applications and applications which are not complete will not be accepted.

Resumes submitted without an application will not be accepted (unless announced).

If applying for multiple posted positions, separate applications for each are required.

The city will conduct a thorough background investigation on the information you have provided.

A pre-employment drug test will be administered.

An agility test will be provided for police and fire applicants only.

  • Background Investigation Confidential Information Agreement Form     
  • Voluntary Affirmative Action Information Form     
  • Copy of Driving Record obtained from the Oklahoma Department of Public Safety or local tag agent

All applications will remain on file for six (6) months, or, if the applicant is hired, in accordance with record retention guidelines as established by Oklahoma state law.

Human Resources and Payroll 


Human Resources and Payroll Clerk is Cindy Carson. City employees are paid alternating Thursdays, and time sheets are turned in to supervisors the Friday before. 

Responsibilities for Cindy include: 

Calculate time sheets

Enter and process payroll information

Calculate pay and deductions

Issue payroll checks and direct deposit

Prepare payroll reports

Maintain employee records

Administer employee benefits

Work with benefit providers and vendors regarding health insurance, retirement, etc.

Issue payments to those vendors

Prepare quarterly reports

Prepare W2’s
